ACCESS provides free educational services on Cape Cod and the Islands to individuals, 16 years-of-age or older, to improve their reading, writing, listening, speaking, math, science, and social studies skills.
Classes Offered:
Classes are offered year-round in Hyannis, Barnstable, Mashpee, Dennis-Yarmouth, and Harwich.

In March 2010, Brockton Area Multi-Services, Inc. (BAMSI) celebrated its 35th anniversary of providing high-quality services throughout the Commonwealth of Massachusetts. When it began, BAMSI was incorporated as a private, non-profit agency as a coordinated response to the shifting ideologies surrounding care of the developmentally disabled community. As a result of a 1955 study commissioned by Congress, “Action for Mental Health,” and the Community Mental Health Centers Act of 1963, signed by President John F. Kennedy, Massachusetts began to implement a community-based system of care in order to decentralize the Department of Mental Health (DMH) and set up a network of services within local communities so that people could receive support and assistance close to their homes, rather than in large isolated state hospitals.
In the spring of 1975, a public/private partnership evolved, joining together a public agency, the Massachusetts Department of Mental Health, with a private, non-profit agency, BAMSI, to create mental health programs designed to follow the federal decree that the rights of those with mental illness should be enabled and individuals given the opportunity to be placed in high-quality community services. BAMSI began to assemble a portfolio of services that would enable the Massachusetts Department of Mental Health to fulfill this commitment.
During its first five years, BAMSI added counseling and outpatient services, public health programs, information and referral services, and housing assistance. The number of persons served was approximately 1,500. Over the next 30 years, the agency grew to include HIV programs, Wraparound Family Services, brain injury services, and a variety of other supports. Currently, we serve more than 25,000 individuals per year. BAMSI has maintained its status as a leader in the human services industry, and will continue to improve and expand in order to provide the best possible services to the most individuals, consistent with our mission of improving the quality of individuals’ lives and their sense of self-worth.

The Cape and Islands Workforce Investment Board (C&I WIB) is a regional, private sector led agency responsible for overseeing all publicly funded vocational education and training programs. The WIB is organized as a private non-profit 501 c (3) corporation, formed to carry out the mandates of the federal Workforce Investment Act of 1998.
The agency was established in 1982 as a Private Industry Council, with the Cape Cod area part of the New Bedford region. In 1992 the regions separated due to the Cape’s increasing population and unique needs, and the local agency was then named the Cape Cod, Martha’s Vineyard, and Nantucket Regional Employment Board. On July 1, 2000 the Workforce Investment Act was instituted and the current name of the organization was adopted.
The Cape and Islands WIB is led by a Board of Directors that must have over 50% private sector representation, and the Chairman of the Board must be from the private sector. The members are appointed by a Chief Elected Official (CEO), in our case County Commissioner Sheila Lyons.
The chief role of the WIB is to ensure that public sector investments in education and training match up with local private sector needs. To meet this role the WIB guides the formation of a regional workforce development system, serving as a major link between the region’s economic development agencies, training providers, educational institutions, and employers. The WIB develops a blueprint that analyzes the needs and gaps in the local labor market, the types of training that are needed, and the size and characteristics of the population to be served. In addition the WIB administers or oversees a number of federal and state programs including; the Career Opportunities Center in Hyannis (the federal one-stop career service centers), the School-to-Careers program, the state Workforce Training Fund, and programs administered by JTEC.
